Use case

Payments and arrangements.

Taking the money is the easy half. Knowing what the customer is entitled to is the half that needs the policy.

“I need to pay, and I need to not pay all of it today.”
The call

Why it is harder than it looks

A payment is a transaction. An arrangement is a decision: eligibility depends on arrears, history, prior broken arrangements and in many places on regulation. Getting it wrong either denies someone what they are owed or commits the utility to something it should not have.

What happens today

Pay-by-phone handles the card and nothing else. Anything involving an arrangement is queued, which is why arrears calls cluster with the longest waits.

What the agent does instead

The agent takes the payment, and where an arrangement is in scope it applies the utility's own eligibility rules rather than guessing, confirms the terms aloud, and records what was agreed.

Systems it reads

  • Customer information system
  • Payment provider
  • Billing
  • Case management

What it can execute

  • Take a card or bank payment
  • Confirm an arrangement where eligibility allows
  • Record the agreed terms
  • Read back what was set up
  • Send confirmation

Where it stops

Hardship, disconnection and anything regulated goes to a person. Those conversations should involve someone who can exercise discretion.

Common questions

Can an AI agent take a utility payment over the phone?

Yes. The card capture is handled by the telephony provider's PCI flow, so the card number does not pass through the agent, and the result is written back to the account.

Can an AI agent set up a payment arrangement?

Where eligibility is defined it can, applying the utility's own rules rather than improvising. Hardship, disconnection and regulated cases are deliberately routed to a person, because those need discretion the agent should not be exercising.

Can a caller talk their way past verification to set up an arrangement?

No. A payment arrangement, or anything else that alters the customer's record, is locked behind verification, and the lock is held in state the conversation cannot talk its way past. A caller cannot persuade the agent that they were verified earlier, because whether they were is not something the conversation decides.

How many utility payments does an AI agent take in practice?

At the City of Kingsport, nearly a third of all customer payments in the first month in production were completed through the agent. Most pay-by-phone calls there finished in under two minutes, and the agent also texts payment links while the caller is still on the line.

Can an AI agent help when an online payment has failed?

Yes. A failed online payment usually produces a call within minutes, and it is a call with a deadline attached. The agent can identify what went wrong and take the payment in the same call.

Is a payment arrangement made by an AI agent recorded on the account?

Yes. The agent confirms the terms aloud, records what was agreed against the account, reads back what was set up and sends a confirmation. The record is written to the utility's own system, not to a separate copy held by the agent.
